Sorry if that sounds unhelpful and obtuse, but D&D firms (design & development) firms are like car makers, there is no one best just different. Some are large and will not touch a project if it pays less than $50,000. While others will produce stunning graphics and solid coding for a few hundred.

The best thing to do is to work out your budget, and then start approaching firms whose work you like. If you are wondering where to start, just look at your favorite sites. They will often have a "made by X" tag in the footer. Click on it and it will usually take you to the company that made the site. Contact them and check out their other gear.

That's good advice. Depending on the size of your project, it will change the pricing a lot, as well as who you would choose. Is it more development or more design you are looking for, or equal? There are some young guys that are very talented as well. It's not so clear cut.
