Style title: Request Read Reciept checked by default

Just a simple template mod that makes your "Request Read Reciept" for private messages to be checked by default. I THOUGHT this was an option in the admincp but I couldn't find it. This has been tested and working on my website so I KNOW this works for 3.6.4. Not sure about any of the earlier...
