I think 18x18 might look quite nice, but the smiley face from test3 (19x19 is nicer)

Size doesn't matter. Look at this OSX smiley I made at 12x12 (MSN 1.0 smiley size).

it certainly does matter, the left one is 19x19 and right one is 18x18 and as you can see there are mishaps going on, which don't occur with 18x18 - which is also a good size for rendering images within text. :)

If there are mishaps they are by the app you use (Photoshop?) and not the size limits.
