I'd give the first one an 8.5 and the second one a 7.

Not much to say about a header and footer. I like the color scheme of the first one, but i'd use a different font instead of the pixel-font you're using now. This one is way too over-used, and doesn't match to the rest of this style.
Nice work on the arrow in the footer.

The second one is too busy..crowded...don't know the right word. Be easy on the horizontal blur on some of the words.
The shapes look pretty much the same as the first one.
Maybe a different color on the arrow..the green fits more in the first style.

Anyway, just MHO... I prefer the 1st one, could turn out as a pretty nice style.
