I've noticed some sites have a double navigation bar (the site map - user cp - faq - etc...) thing below the main bar...

How would I do this, one above the main bar, in addition to where it is now?

I *just* did this.

Look in your navbar template for a <table> that contains all your navigation links.
Copy it and paste it above the existing one.
